The decree, No. 712-pp dated September 28, cut the budget allocations of the regional Ministry of Labor, Employment and Social Development by 63,095,035 rubles, The Insider reported.
The largest share — 40.28 million rubles — was taken from funding for the salaries of foster parents. Another 19.73 million rubles was redistributed from programs supporting large families and families with three or more children. Of that sum, 2.14 million rubles had been earmarked for cash social support to large families.
The remaining 3.08 million rubles was withdrawn from spending on state social assistance provided under a social contract; in the document the sum appears under the line item "delivery services."
The regional government directed all 63,095,035 rubles freed up to one-time payments for service members, Rosgvardia employees holding special police ranks, mobilized personnel and volunteers taking part in the war against Ukraine, as well as the families of those killed. The increase in that line item matches the cut in social spending to the kopeck.
It is the second such case in the past week. The government of the Tula Region previously redirected 54.2 million rubles earmarked for social support to residents toward payments for military personnel. The money was taken, in particular, from funding for the upkeep of children in foster families, repairs to housing for orphans, support for families raising children with disabilities, payments to adoptive parents, state assistance to the poor, and measures supporting labor veterans.
