Russia's financial monitoring service, Rosfinmonitoring, has added 14-year-old Ivan Maltsev of Barnaul to its list of terrorists and extremists. Mediazona reported that he is the youngest person ever included in the register.

Maltsev was born on June 13, 2012, Radio Liberty reported. He turned 14 just over two months ago. An asterisk next to his name in the list indicates a link to terrorism, though no charges are specified.

The boy's father told Mediazona that his son is "accused of setting fire to a police car, but there was no arson." According to the father, the correspondence that led to Ivan's detention took place in early summer, before his 14th birthday. The man claims his son was recruited: he received messages threatening him and frightening him that his parents would face charges.

The teenager is currently at home but is barred from leaving the residence. He was likely placed under a restriction-of-actions measure rather than detention.

Previously, the youngest person on the list was 14-year-old Viktor Kalinin from St. Petersburg, born in April 2012. He was accused of setting fire to a relay cabinet and was also not sent to pretrial detention.

The list contains about 20 teenagers aged 14, and several hundred minors overall. Inclusion on the register primarily entails a ban on financial transactions.
