In early February 2026, thousands of Starlink terminals fell silent across the Russian front all at once. SpaceX had switched on whitelist verification and cut off everything not registered in Ukraine — that is, everything Russian. Ukraine's defence ministry announced the block; but it was Moscow's own side that spoke most tellingly — Russian war correspondents, usually sparing with bad news. "It will affect internet access in the field, and right now there is simply no alternative," one of them conceded. Three months later, US intelligence would assess that, with the enemy's communications "temporarily but significantly degraded", Ukrainian forces had retaken some 400 square kilometres — their first territorial gain since 2023. And it is against this backdrop that one name is being pushed ever louder as the answer: Bureau 1440, the "Russian Starlink", "our answer to Musk". Let us put the central question plainly: is this a real replacement for the severed Starlink — or just another propaganda simulacrum? The answer, as usual, lies behind neither door.

The heart of it
The story of Bureau 1440 is a story of how a commercial start-up became a matter of state sovereignty without setting out to. February's episode showed Moscow what had until then been an abstraction: on the battlefield, communications can be switched off not by a jammer or a missile but by the decision of a foreign chief executive somewhere in California. The switch for critical military infrastructure physically sits in someone else's hands — and one day it was used.
Bureau 1440 is the only Russian project theoretically capable of taking that switch back. It is a low-orbit broadband satellite system built on the same logic as Starlink and OneWeb: many craft in low orbit, high speed, low latency, global coverage. Civilian by origin and commercial by business model — yet communications of this class are dual-use by definition. And whoever controls their own constellation can no longer have it switched off for them.
What follows is the crucial fork on which this analysis turns. As a strategic answer to the "switch problem", Bureau 1440 is real: the money, the technology and the state's interest are all there. As a combat replacement for the Starlink severed at the front here and now, it is not: barely two dozen craft are in orbit, commercial service is promised for 2027, and the constellation cannot today provide continuous coverage of the battlefield. Everything else is detail on these two statements.
What Bureau 1440 is, and what it has managed so far
The company was born in November 2020 as MegaFon 1440 — a project office attached to the mobile operator (the name nods to the 1,440 orbits of Sputnik 1). In March 2022, in a division of assets, it passed to IKS Holding and took its present name. It is led by Alexey Shelobkov — also the founder and head of Yadro, a key Russian maker of computing hardware. It employs around 2,500 people, most of them engineers.
Technically the pitch is serious and largely home-grown: each satellite works as a 5G base station in orbit (the 5G NTN standard, with direct connection of subscriber equipment), the craft are stitched together by laser inter-satellite links, and there is a plasma propulsion unit and a compact user terminal that finds and holds the satellite on its own, without setup or an engineer on hand. The company claims up to 1 Gbit/s at under 70 ms latency; in orbital tests it has already passed data between craft over more than a thousand kilometres.
The milestones: in 2023 the experimental Rassvet-1 mission (three craft), in 2024 Rassvet-2. The high point so far came on 23 March 2026, when a single Soyuz-2.1b from Plesetsk lofted 16 series satellites of the target constellation at once. Funding runs through the "Data Economy" national project: according to Kommersant, 102.8 billion roubles from the federal budget plus 329 billion of the company's own money by 2030. Management's stated goal is a commercial launch in 2027; basic coverage requires on the order of 250–288 craft, and by 2030 the constellation is meant to grow to several hundred for global reach.
Where they are now
Here it is worth setting the press releases aside and looking straight at the orbit — all the more so as low-orbit craft are tracked publicly. Bureau 1440's satellites are visible in the open Celestrak and n2yo catalogues, each with its own NORAD number. And the picture there is soberer than the corporate one: according to those same trackers, contact has been lost with one of the 16 March craft (NORAD ID 68363) — it probably failed to gain altitude and burned up in the atmosphere. So, on the very first series launch: minus one.
Simple arithmetic: roughly six experimental plus fifteen remaining series craft — some two dozen satellites in orbit. For scale: Starlink has thousands. To cover even Russia continuously, Bureau 1440 faces dozens of launches and years of work — and the company does not hide it, speaking of "a difficult engineering road, bound up with technological risks" ahead. The conclusion from the OSINT snapshot is unambiguous: this is a working prototype of a system, not a deployed system. The gap between "satellites in contact with mission control" and "a subscriber in the field getting a stable channel" is a gap of several years.
Military potential: why this is inescapably dual-use
Now the angle for which all this was undertaken. Even if Bureau 1440 is being built for oil producers, the Northern Sea Route and in-flight Wi-Fi (the very scenarios the company names as its core), military applicability is built into the architecture itself.
First, the laser inter-satellite links. They let traffic be routed between craft bypassing ground stations — meaning coverage of areas where friendly "gateways" on the ground do not and cannot exist: over hostile territory, over the sea, over the front line. This is exactly the feature that made Starlink indispensable to troops.
Second, the terminal. Compact, mobile, mounted on moving objects and acquiring the satellite on its own, without an operator. The description all but word for word repeats what armies everywhere came to love Starlink's "dishes" for: bolt it on a vehicle, drive off, it works.
Third, direct satellite-to-smartphone connection: frequencies for it have already been allocated in Russia. A technology that in the civilian world means "a signal deep in the taiga" means, in the military one, communications where ground infrastructure has been knocked out or suppressed.
Fourth, the ownership circle. IKS Holding is not only Bureau 1440 and Yadro but also Citadel, a developer of SORM systems — lawful-intercept equipment for the security services. The holding's founder, Anton Cherepennikov (who died in 2023), and the group itself have featured on US sanctions lists. A company with such a pedigree, building sovereign satellite communications in the middle of a war, is by definition of interest to more than the digital-development ministry.
A strict caveat: there is no direct public evidence in open sources that Bureau 1440 is already integrated into the military loop or filling a defence-ministry order. All of the above is not proof of participation in hostilities, but a list of reasons why dual use here is not a hypothesis but a matter of timing and a decision from above.
But not today, and not at the front
The claim that "this is a replacement for the severed Starlink" is exactly half true, and the other half must be spelled out — otherwise it is not analysis but a bulletin.
A strategic replacement — yes. February's shock showed the Kremlin the price of dependence, and Bureau 1440 is the obvious candidate to close it. A tactical replacement, working at the front right now — no. Twenty craft do not give an infantryman in a trench a round-the-clock channel; commercial service is 2027 at the most optimistic, and then for civilian tasks. For now Russian units, by Ukrainian accounts, have been trying to switch to domestic terminals such as the RS-30M — patching the hole with whatever came to hand, not rolling out a Starlink of their own. Between "we have our own project" and "we have a replacement at the front" lies the whole distance from a prototype to a system set out above.
Replacement or simulacrum: where the line actually runs
Now, straight at the central question — because the answer is not binary, and therein lies the point.
A simulacrum is when it is announced, a budget is drawn up, renders are shown, but nothing flies. Bureau 1440 does not fit that definition: the craft really are in orbit, laser inter-satellite links have been demonstrated over more than a thousand kilometres, the payload and terminals are home-grown, with Yadro — which really can build hardware — behind them, along with live funding and 2,500 engineers. This is no Potemkin village, but a working engineering project.
Yet nor is it a real replacement for Starlink right now — and this comes down to orbital mechanics worth spelling out. A satellite in low orbit races along at about 7.5 km/s and hangs over any given point for only a few minutes per pass; its orbital period is roughly an hour and a half, so a single craft passes over the same patch only a handful of times a day. To keep at least one satellite over an area at all times, the orbit must be packed with dozens of craft across several planes. Bureau 1440 says basic coverage needs 250–288; today's two dozen are 7–8% even of that minimum threshold. In practice that means not "a connection" but short windows: gaps of tens of minutes between passes. For non-urgent traffic on a "store it up, dump it in the window" basis, that will do; for round-the-clock command of troops or a drone, it will not. And it was precisely that "always on" that armies clung to Starlink for.
Hence the honest verdict — a third category, not a yes or no. This is neither a simulacrum nor a finished replacement, but an unfinished build on a slow schedule, whose outcome is genuinely undecided. And here is where the hunch about a simulacrum is, after all, half right: the simulacrum is not the project but the rhetoric around it. "Our answer to Musk" is being sold as an accomplished fact today — whereas the ability to say "they can't switch us off" will appear, if it appears, only years from now. The political dividend is being drawn now; the hardware comes later. It is precisely this gap — propaganda today, a system the day after tomorrow — that is the whole construction's most vulnerable point.
What could overturn this reading
Deployment stalls. A satellite lost on the very first launch, dozens of launches ahead, dependence on components under sanctions — all of it could push 2027 to the right. Then the "sovereign switch" stays a slide deck.
Or, conversely, it is militarised faster than the civilian schedule. If the military needs a channel rather than a commercial service, part of the constellation could be turned to army use sooner and without publicity — and then "not at the front" quietly goes out of date.
The problem is solved politically. If Russian access to Starlink is restored one way or another — through intermediaries, a change of heart by the owner, some arrangement — the very vacuum Bureau 1440 is moving into disappears.
Someone else's switch — now a Beijing one. And here is the central irony of the whole enterprise. Satellite electronics depend critically on imported components, and Russia, by Bloomberg's estimate, brings in over 90% of its sanctioned technology through China; an internal government assessment seen by the Financial Times admits that industries key to the war remain heavily import-dependent. In space this runs into serial production: ordering even more than 50 units of a single component is already a problem — and Bureau 1440 needs hundreds of satellites and dozens of launches. Russia has essentially no components of this class of its own — the same structural ceiling holds it back in other technology races too. In fleeing the American switch, Russia risks sitting down on a Chinese one: Beijing gains leverage — not an instant on-orbit cut-off, as SpaceX had, but a slower and more fundamental one, over the very ability to build and replenish the constellation.
The bottom line
What is established. In February 2026 the Starlink cut-off dealt real damage to Russian frontline communications — acknowledged both by the Ukrainian side and by Russian war correspondents, and later confirmed by US intelligence. Bureau 1440 is the only Russian low-orbit broadband project of a class comparable to Starlink; some two dozen craft are in orbit, one of the 16 series satellites is lost, commercial service is announced for 2027, and funding runs to over 100 billion roubles of budget money by 2030. The system's architecture — laser links, mobile self-acquiring terminals, direct-to-smartphone — is objectively fit for military use, and the owner, IKS Holding, is closely tied to the security apparatus and under sanctions.
What remains hypothesis. The direct integration of Bureau 1440 into military communications: logical and all but inevitable, yet not publicly confirmed. The timeframe in which the constellation could actually replace Starlink in the field is likewise a supposition, heavily dependent on launch tempo and on sanctions pressure on components.
So — replacement or simulacrum? Neither, and that is the honest answer. A simulacrum would have stayed on the ground, whereas Bureau 1440's satellites really do fly; a replacement would work at the front today, whereas it offers only short windows of connectivity and the promise of a service by 2027. Russia is building its own switch so that it can no longer be turned off by a single flick from California — a strategically rational move, but with a false bottom. First, that very switch is assembled from imported, increasingly Chinese, componentry: "independence" so far only trades one external control for another, merely a slower one. Second, the war is now, and the constellation will be later: "our answer to Musk" is an answer to 2027, given to the challenge of February 2026. The simulacrum here is not the hardware but the rhetoric, which sells as finished something still on its way to orbit. Until the two dates meet, Bureau 1440 is neither a replacement for Starlink nor a dud, but an expensive unfinished build whose outcome will be decided by launch tempo and the sanctions ceiling, not by press releases.
