Governor Pavel Malkov confirmed the drone attack on the Ryazan region, saying debris damaged a residential building in Ryazan and in the Sapozhkovsky district. A fire broke out at one enterprise, with no casualties reported. Authorities did not name the affected facility.
Outlet Astra identified the target as the Ryazan refinery, owned by Rosneft. It is one of Russia's largest oil refining facilities, accounting for about 5% of the country's total refining capacity. The plant was previously attacked in May and July of this year. After the July strike, the facility completely halted oil processing and remained idle for about two weeks.
In the Rostov region, about 30 drones were destroyed overnight, Governor Yuri Slyusar reported. In Rostov-on-Don's Sovetsky district, two apartment buildings were damaged: upper floors in one, and the roof and glazing in the other. Three people were injured, including a boy who was hospitalized. Residents were evacuated. Mayor Alexander Skryabin reported four injured, including two children.
Astra reported that drones circled over Rostov-on-Don for more than four hours. Local residents heard gunfire and the sound of a helicopter. An apartment and windows in a residential building in the Leninsky district were also damaged, as were four private homes in the Azov district, where dry grass caught fire. In Bataysk and the Myasnikovsky district, homes in gardening cooperatives were damaged.
Slyusar also reported drone debris falling on a train locomotive in the Chertkovsky district. As a result, seven passenger trains were delayed by about three hours.
Russia's Defense Ministry reported that air defense forces intercepted and destroyed 258 Ukrainian drones overnight across the Belgorod, Bryansk, Volgograd, Voronezh, Kaluga, Kursk, Lipetsk, Oryol, Rostov, Ryazan, Saratov, Tambov, and Tula regions, the Krasnodar Krai, as well as in Crimea and over the waters of the Azov and Black Seas.
