Governors of the Rostov, Samara and Voronezh regions reported damage to residential buildings, industrial facilities and warehouses. No deaths or injuries were reported.
In the Rostov region, governor Yuri Slyusar said there were "multiple consequences on the ground" and several fires. Two apartment buildings and three private houses were damaged, along with an educational institution, commercial buildings, agricultural warehouses, a grocery store and an Ozon logistics center, he wrote.
Taganrog mayor Svetlana Kambulova said three fires broke out in the city and the number of damaged apartment buildings rose to five. There were no injuries, she said.
In the Samara region, more than 40 drones were shot down overnight, governor Vyacheslav Fedorishchev said. According to him, one industrial enterprise and several residential buildings were damaged, and there were no deaths.
The Ukrainian monitoring channel Exilenova+ claims that an oil refinery in Syzran was hit, after which tanks containing petroleum products caught fire at the facility. The same channel names the Beriev Taganrog Aviation Scientific and Technical Complex, where military aircraft are repaired and modernized, as the target of a missile strike. There is no independent confirmation of this information.
In the Voronezh region, governor Alexander Gusev said windows were damaged in one municipality, as well as the roofs and facades of four private houses. There were no injuries.
The attacks came after US President Donald Trump said Ukraine and Russia had agreed not to strike each other's energy facilities. Volodymyr Zelensky noted that Kyiv is ready to renounce attacks on Russian refineries if Ukraine's partners guarantee an end to Russian strikes on Ukrainian energy infrastructure. According to Financial Times sources, Putin does not want to conclude an agreement on a mutual halt to strikes on energy infrastructure before winter.
Sources diverge: the Samara region governor reported damage to an "industrial enterprise" without specifying that it was a refinery, while the Ukrainian monitoring channel Exilenova+ claims there was a fire at the Syzran oil refinery. Russian authorities have not confirmed strikes on the Taganrog aviation complex reported by the same channel.
