Perm region governor Dmitry Makhonin said a man died of shrapnel wounds in an attack on an industrial facility in the region, without naming the site. He said 29 drones were shot down over the region. Classes were canceled at universities and schools in Perm, and appointments at polyclinics in Berezniki were called off because of the drone threat, the Perm 36,6 channel reported.
Astra identified the target as the Lukoil-Permnefteorgsintez refinery (PNOS). The Moscow Times RU noted the plant is among Russia's ten largest refineries, processing more than 13 million tonnes of oil a year. The Ukrainian channel Supernova said a recently repaired primary oil processing unit was hit, and The Moscow Times RU said the AVT-5 unit was preliminarily reported to have caught fire.
In Ulyanovsk, Astra and Exilenova+ reported an attack on the Iskra research and production plant, which makes components for radio-electronic equipment, computer hardware and communications gear. The Moscow Times RU said the plant is part of the Almaz-Antey concern and produces semiconductor devices, microwave components and microelectronics for missiles.
Ulyanovsk region governor Alexei Russkikh reported eight people injured, including one child. Medical services were placed on heightened readiness and additional hospital beds were set up. Supernova+ said an OZON logistics center was also a target of the attack.
Four people were injured in Voronezh, regional governor Alexander Gusev said. According to him, 88 drones were shot down over the city and six other districts. Facades and windows in apartment and private buildings, cars, and non-residential and industrial buildings were damaged. Telegram channels reported that drones struck Voronezhsintezkauchuk (SIBUR), which produces thermoplastic elastomers and synthetic rubber.
Rostov region governor Yuri Slyusar reported 50 drones shot down over the region. The Novoshakhtinsk oil products refinery was damaged and temporarily suspended operations. No one was injured. The Moscow Times RU noted the plant halted work exactly one month after its previous stoppage.
The Russian Defense Ministry reported 592 Ukrainian drones shot down over the Belgorod, Bryansk, Volgograd, Voronezh, Kaluga, Kursk, Lipetsk, Oryol, Rostov, Tver, Tula, Samara and Smolensk regions, the Moscow region, Krasnodar Krai, Perm Krai, Udmurtia, Tatarstan, annexed Crimea and the Black Sea.
