The result surpasses Kadyrov's previous showings: 99.7% in 2021 and 94.8% in 2016. He ran as the candidate of United Russia.
Two other candidates were on the ballot: Ismail Denilkhanov, chairman of the Chechen Civic Chamber, nominated by A Just Russia, and Khalid Nakayev, a deputy in the republic's parliament, nominated by the Communist Party. Each received 0.05%. Neither conducted a real campaign.
Turnout, according to officials in Grozny, was 93.98%, with 825,348 people voting. During the voting days, reports emerged of detentions of "unreliable" citizens. During the campaign, Kadyrov called for intensifying the fight against dissent in the republic.
Direct elections of regional heads were held in seven other Russian regions. According to the latest CEC data, incumbent heads or acting officials appointed by Vladimir Putin are winning in all of them. In Tuva, after 100% of ballots were counted, incumbent head Vladislav Khovalyg (United Russia) received 90.95%. In Mordovia, Artyom Zdunov (United Russia) was winning 79.91% after 78.25% of protocols were processed.
In Penza Region, incumbent governor Oleg Melnichenko (United Russia) was winning 71.23% after nearly 90% of protocols were processed. In Tver Region, acting governor Vitaly Korolyov (United Russia) had 69.94% after 88.84%. In Bryansk Region, acting governor Yegor Kovalchuk (United Russia) was winning 69.2% after 68.26% of protocols were processed.
In Belgorod Region, acting governor Alexander Shuvayev (United Russia) had 64.5% after 56.6%. In Ulyanovsk Region, incumbent governor Alexei Russkikh was leading — the only winner of direct gubernatorial elections not representing United Russia but the Communist Party. According to CEC data after half of protocols were processed, he was winning 77.1%.
The heads of two regions were not elected by direct vote but by local parliament deputies. In Karachay-Cherkessia, Rashid Temrezov was re-elected to a new term; in North Ossetia, Sergei Menyailo.
