The presidential decree also transferred shares in Le Monlid LLC, the former Russian division of the Leroy Merlin chain of home-improvement hypermarkets. A 0.007% stake belonged to the French group Adeo, with the remaining 99.993% held by Scenari Holding, registered in the UAE.
The decree lists several other companies: three legal entities of the French logistics operator FM Logistic, eight Batilogistic structures and Enzhe Stroy, owned by NG Concept. All were handed to the same management company.
L.E.V. Management LLC was appointed temporary manager in every case. According to Novaya Gazeta Europe, the company is headed by Interior Ministry general Andrei Krayushkin, who took the post a week ago, on September 10. The director's full name matches that of the first deputy head of the Interior Ministry's Main Directorate for Migration Affairs. The outlet found the director's date of birth through the company's taxpayer identification number, and it matched the general's. The director's phone number is listed in other people's address books as "Andrei MVD" and "Andrei general."
The company itself is registered in Moscow, has charter capital of 15,000 rubles and lists business consulting as its profile. According to Novaya Gazeta Europe, it has one employee on staff, and its owners are unknown.
Krayushkin served as first deputy head of the Interior Ministry's migration directorate, with the rank of major general, from 2016 until at least 2020. In 2020 his name appeared in the media in connection with a road accident: he was reported to have hit a child at a pedestrian crossing and then fought with the victim's father. Almost nothing is known about his dismissal from the Interior Ministry or his activities after 2020.
Kommersant reported in August, citing sources, that Nestle's assets in Russia could be placed under temporary management. The process was initiated by KS Logistika, which journalists said represents the interests of outside structures. According to a source cited by the outlet, the request was prompted by the absence of plans to expand capacity and the halt in exports of goods produced in Russia. Kommersant noted that such a measure "could become the first stage in a procedure to change the owner."
Nestle's Russian office told journalists it had not received requests from official bodies concerning external management. Neither Nestle nor Auchan left Russia after the full-scale war began in 2022. Nestle curtailed its operations: it halted investment, stopped selling some brands (including KitKat and Nesquik) and announced it did not plan to make a profit in Russia.
Auchan announced in 2024 that it was leaving the Russian market and intended to sell its structures. Gazprombank was named as a possible buyer, but the new buyer in April 2024 was the firm Torgovye Galerei, headed by 23-year-old Tagir Shaimardanov. The owner of Leroy Merlin announced its departure from Russia in 2023; the legal entity was subsequently renamed Le Monlid, and the stores operated under the Lemana PRO brand.
Transferring assets to temporary management means removing the owner from de facto control of them in Russia. Formally, the assets remain the property of their previous owners.
