Russia’s National Guard (Rosgvardia) plans to update its civil defense regulations, adding preparations for threats during mobilization for the first time, according to a draft document published on the official portal for regulatory acts and flagged by the independent outlet Agentstvo.
The amendments amend a 2018 order governing civil defense within Rosgvardia troops. The current version refers to advance preparation to protect federal service employees, civilian personnel, workers at subordinate organizations, their families, and property.
After the changes, the order will specify that preparation covers “dangers arising during the period of mobilization, during the period of martial law, and in wartime.” Rosgvardia will also expand its list of tasks to include the evacuation of military personnel — the current document only mentions civilian staff and their families.
According to an explanatory note, the changes are needed to bring the order in line with the civil defense law updated in 2025. The amended law now defines civil defense as a system of preparing to protect the population from dangers during mobilization, martial law, and wartime. Previously, it referred to protection “during military conflicts or as a result of such conflicts, as well as during emergencies.”
