A hurricane with heavy rain and gusty winds killed one person and injured 13 in Russia's Rostov region, Rostov-on-Don Mayor Alexander Skryabin said. Seven of the injured were hospitalized, he added. According to the media outlet Rostov Segodnya, the victim was a security guard at the construction site of the Donskie Legendy residential complex, where a heavy structure fell on him during the wind; he could not be saved.
The hurricane affected at least 15 cities and districts in the region, including Rostov-on-Don, Azov, Bataysk, Taganrog, Shakhty, Novocherkassk, and Novoshakhtinsk, Governor Yuri Slyusar said. The region reported power supply problems, and many cities also experienced interruptions in water supply. In Rostov-on-Don, water supply was partially restored, while emergency repair work continues in other municipalities.
Due to emergency shutdowns of traction substations and automatic traffic control systems, 89 passenger trains are delayed in the region, the press service of the North Caucasus Railway said. The maximum delay is up to eight hours. Passengers whose trains are delayed by more than four hours are being provided with food.
In Rostov-on-Don, the bad weather caused more than 100 incidents, mostly related to falling trees. City services are clearing fallen trunks and large branches from roads. More than 100 railway workers, a recovery train, and 10 pieces of special equipment have been deployed to deal with the aftermath.
