The Bank of Russia has included Bitcoin, Ethereum and Tether USDT in the list of cryptocurrencies available for public circulation on exchanges, the regulator's press service said.
Retail investors will be able to buy only these assets, with a cap of 300,000 rubles per year per intermediary, whether a broker, crypto exchange or asset manager. Qualified investors will be allowed to purchase all cryptocurrencies traded on exchange and over-the-counter markets without restrictions.
Before making transactions, all investors, regardless of status, will need to pass a test and confirm that they are aware of the risks of investing in crypto assets.
The central bank is accepting comments and suggestions on the document until August 24 inclusive.
On August 4, President Vladimir Putin signed the law "On Digital Currencies and Digital Rights," which regulates cryptocurrency circulation in Russia. The law takes effect on September 1, 2026, with some provisions applying earlier. It legalizes cryptocurrency trading as an investment asset but does not make it a means of payment.
