Deputy Prosecutor General Igor Tkachev filed a motion with Moscow's Tverskoy District Court to drop the claim against Turlov and structures linked to him, and the court granted it, an RBC correspondent reported from the courtroom.
The Prosecutor General's Office had sought to convert Turlov's Russian assets, described as worth "hundreds of millions of dollars," into state revenue, and to designate Freedom Holding an extremist organization. The agency also abandoned the latter demand, TASS reported. A prosecutor's representative at the hearing confirmed the withdrawal.
Besides Turlov, the defendants included Arkady Shchukin, who manages assets in Russia, and the companies V-Empirical Holding Corp., Freedom Holding Corp. and Freedom Finance Europe Ltd.
The suit was filed in late September, several days after Turlov was elected FIDE president. The grounds for the Prosecutor General's Office's claims were not disclosed. The newspaper Kommersant wrote that the donations Turlov made to Ukraine may have been the trigger: according to the journalists, he transferred 1 billion tenge (more than $2 million) to Ukraine's embassy in Kazakhstan, more than 370 million tenge (over $720,000) to charitable funds for the purchase of humanitarian aid, and Freedom Holding transferred 2 million euros for ambulances through the Ukrainian platform UNITED24.
When the lawsuit became known, the company said it was "perplexed" but saw no significant risks to its business. It noted that the holding has no assets in Russia and does not conduct operations there.
Turlov was born in Moscow. In 2022 he obtained Kazakh citizenship and renounced his Russian passport, and his Freedom Holding Corp. separated its Russian assets from its foreign ones. In an interview with Reuters, Turlov said the group was not considering a return to Russia, where it sold its assets in February 2023 for about $140 million.
Freedom is based in Kazakhstan, operates in several Central Asian countries, and last year obtained a banking license in Georgia.
The reasons for the Prosecutor General's Office's withdrawal of the lawsuit have not been disclosed.
