The draft order was published on September 21 and was flagged by TASS, Kommersant and The Insider. It adds a new clause to the admissions rules for bachelor's, specialist and master's programs: individuals expelled "in connection with the application of expulsion as a disciplinary measure" may not be admitted to the same educational institution for five years. The period is counted from the date of expulsion.

The restriction applies only to re-admission to the same university. It does not cover those expelled on other grounds. The ministry does not explain its reasoning in the explanatory note, The Insider notes.

According to a Ministry of Science and Higher Education order dated March 27, 2025, disciplinary measures are applied for violating a university's charter, internal regulations, classroom discipline requirements and dormitory rules. The measures are not applied to students on sick leave, on vacation, on academic or parental leave, or to students with disabilities — those with mental retardation and intellectual impairment.

The same draft proposes limiting applicants to master's programs to five fields of study at one university. No such limit currently exists.

The ministry also plans to expand the list of individual achievements that earn extra points. It intends to add the Federation Council medal "For Displayed Courage," awarded to teenagers under 16, additional education under the federal "Code of the Future" project, and study at DOSAAF Russia organizations, which among other things train drone operators and other military specialists.

Another provision of the draft would award up to 25 additional points for the Unified State Exam in mathematics, physics, chemistry, computer science or biology if the result is not used in the main competition for engineering and natural science fields. Admission to paid study would require paying for at least one semester in advance. Admission without exams via listed olympiads would be preserved only for winners.

If the draft is adopted, the order will take effect on March 1, 2027.
