Russia's Defense Ministry said its forces struck CHP-4, CHP-5 and CHP-6 in Kyiv and the Kyiv region, as well as the Trypilska thermal power plant, the Kyivska electrical substation, CHP-5 and the Zmievska thermal power plant in the Kharkiv region. The ministry claimed the facilities serve "the interests of the military-industrial complex and the Armed Forces of Ukraine."
Zelensky said the targets were energy facilities in Kyiv, the Kyiv region and Kharkiv. He said 600,000 people were left without power. "Larger-scale outages are also possible. Unfortunately, there is significant damage to facilities and equipment at 26 elements of our electricity complex and at four oil and gas facilities," Zelensky said.
According to Zelensky, Russia used 39 ballistic missiles and more than 120 kamikaze drones. Prime Minister Serhiy Koretsky said three people were killed in the strikes. Two of them died when a nine-story building in Kyiv's Desnianskyi district was hit; 25 people were wounded there.
Energy company DTEK reported a blackout in the Darnytskyi, Dniprovskyi, Pecherskyi and Solomianskyi districts and part of the Holosiivskyi district. Damage to CHP-4 caused mass outages in several parts of the city, and water supply was cut off in some buildings.
Russian forces also attacked railway infrastructure in five Ukrainian regions, according to Oleksandr Petrovsky, chairman of the board of Ukrzaliznytsia. He said the Kyiv railway hub suspended operations because of the strikes. Depots, repair facilities, stations, railway stations and trains were bombed in the Kharkiv, Kyiv, Vinnytsia, Khmelnytskyi and Ternopil regions.
Ukrainian online retailer Epicentr said the attacks almost completely destroyed the company's last large logistics complex. A distribution center in Khmelnytskyi came under ten strikes in a single day. The company said no employees were hurt.
Zelensky called on U.S. President Donald Trump to tighten sanctions against Russia. "The strike is absolutely deliberate and demonstrative in its scale — there has never been such a show of disrespect by Russia toward America," he said. According to Zelensky, Trump announced an energy truce between Russia and Ukraine on October 11, but the Kremlin and the Russian Foreign Ministry did not confirm the agreement.
Ukraine's Armed Forces, in turn, struck a Sberbank data center in Balakovo, Current Time reports.
