Oleksandr Hanzha, head of the Dnipropetrovsk regional military administration, reported the deaths. Ukraine's State Emergency Service said 62 people were injured.
Among the wounded were three teenagers aged 13, 14 and 15. Two rescue workers were hurt while clearing the aftermath and were hospitalized.
Local media reported the strike hit the Gulliver shopping center. A store, retail pavilions and cars caught fire after the attack.
Ivan Vyhovsky, head of Ukraine's National Police, said Russian forces have recently stepped up strikes on food warehouses, residential areas, trains and shopping centers in the Dnipropetrovsk region. According to him, more than 18,000 strikes have been carried out on the region since the start of the year, mostly using drones.
Russia has not commented on the reports of the strike on Pavlohrad.
