Commander-in-Chief Oleksandr Syrsky told Zelensky that the restrictions on the satellite communications system remain in place, according to a post on the president's Telegram channel following a meeting.
"Unfortunately, it is recorded that in different areas the equipment stops functioning at a speed of 130–161 kilometers per hour," the post said. According to Zelensky, this slows front-line logistics and limits the use of various types of drones, above all Middle Strike drones and interceptors targeting jet-powered Shaheds.
The Ukrainian president said the issue will be discussed with partners again, adding that speed matters for protecting lives.
Ukrainian authorities previously reported failures in the military version of Starlink, known as Starshield. Contact with drones was lost at speeds of 160 km/h and in some cases 80 km/h, which prevented the interception of Russian jet-powered drones. The restrictions were said to have disrupted several military operations.
SpaceX head Elon Musk wrote on X that Starshield systems are under the control of the U.S. authorities and that any limits on speed or volume of use are ultimately set by the U.S. president.
The Telegraph, citing sources, reported that Musk proposed the idea of slowing Starlink in Ukraine. According to the newspaper, Trump agreed to the proposal, authorizing the Pentagon to slow Starshield.
U.S. Secretary of State Marco Rubio, for his part, said access to the system had been fully restored. According to him, the Trump administration did not order any slowdown of internet or data transmission speeds for Ukrainian forces. Rubio described the restrictions at high drone flight speeds as technical problems and said their causes remain unclear.
Zelensky said last Thursday that the system's operation had been restored, but not in full. According to The Telegraph's sources, the restrictions are linked to a conflict between Trump and Zelensky over Ukrainian strikes on Russian oil refineries.
Zelensky also said that after another wave of Russian attacks, 28 substations and other energy facilities were damaged. Repair work is continuing and electricity is gradually being restored to residents.
Kyiv had requested permission to use the system for operations on Russian territory, but the U.S. refused, Rubio said.
Accounts diverge: Ukrainian authorities and Zelensky report that Starlink speed restrictions persist, while Rubio said access had been fully restored. Rubio called the causes technical problems, while The Telegraph's sources say the decision was made on Musk's proposal and with Trump's consent.
