The meeting brought together government ministers and representatives of the security services, Poland's PAP news agency reported. Tusk said the escalation from Russia was becoming a reality and that its examples were moving ever closer to Poland's border.
According to Tusk, the coming weeks and months would be a period of very intensive activity on the Russian side, and it could not be ruled out that this escalation would affect Polish territory.
A Russian drone struck the railway line carrying the Kyiv-Warsaw train not far from the Polish-Ukrainian border, damaging the locomotive, TVN24 reported. A private train carrying senior officials from European administrations, including former British prime minister Boris Johnson and Gunther Sauter, an adviser to Friedrich Merz, was traveling on the same route. It was stopped at around five in the morning and passengers were evacuated. The drone also struck a gas station near the Yahodyn-Dorohusk border crossing.
Early in the morning, residents of the Wlodawa, Leczna, Swidnik, Chelm and Krasnystaw counties of the Lublin Voivodeship, as well as the city of Chelm, received an emergency alert urging them to go to a safe place. The Government Security Center said the wording differed from warnings issued on previous days: on September 12, residents of the Lublin and Subcarpathian voivodeships were warned about a Russian air attack on Ukrainian territory, but were not urged to go to shelters.
The Operational Command of the Polish Armed Forces scrambled military aircraft in response to the activity of Russian jet-powered drones striking Ukraine. Ground-based air defense and radar reconnaissance systems were placed on alert. The military described the measures as preventive. The alert was later lifted.
Deputy National Defense Minister Cezary Tomczyk said the threats Tusk had spoken about in recent days were entirely real. He wrote on X that anyone wondering whether to provide military support to Ukraine should draw conclusions from this night, since the war is taking place very close to the Polish border.
In total, Russia attacked Ukraine with 453 drones overnight into September 13, including jet-powered ones, the Ukrainian Air Force reported. According to its data, 409 targets were shot down or suppressed, with impacts recorded in 13 locations. At the time the morning report was published, the attack was continuing.
In late July, Polish airspace was already violated by a Russian Kh-101 cruise missile. It fell near the village of Tarnawa-Kolonia in the Lublin Voivodeship during a mass attack on Ukraine. The Polish prosecutor's office established that the missile was manufactured in the second quarter of 2026 at a facility in the Moscow region. A crater about 10 meters in diameter and about 5 meters deep formed at the impact site.
