Ukrainian forces struck the Syzran oil refinery in Russia's Samara region with drones early on July 12, the General Staff of Ukraine's Armed Forces said, reporting explosions and a fire at the facility. The extent of damage was being assessed.
Samara region governor Vyacheslav Fedorishchev confirmed an attack on an industrial enterprise without naming it, saying private and apartment buildings were damaged. One man was killed, three people were injured — including a child — and were hospitalized, he said.
Witnesses published photos and video showing fire at the refinery and a column of dark smoke over the city of Syzran. OSINT analysts geolocated the footage and determined the fire was at the Syzran refinery, part of state-controlled oil giant Rosneft. The plant processes up to 8.5 million metric tons of crude oil per year, producing gasoline, diesel, fuel oil and bitumen.
Simultaneously, Ukrainian drones struck targets in Russia's Rostov region. Governor Yuri Slyusar said a drone damaged a tanker as it entered the Azov-Black Sea shipping channel, sparking a fire that was contained. The tanker was sailing empty and there was no threat of an oil spill, Slyusar said, adding that no casualties were reported.
Slyusar also reported strikes on Taganrog, Kamensk-Shakhtinsky, the Taganrog Bay, and the Azov, Neklinovsky, Tarasovsky and Millerovsky districts. He said more than two dozen drones were destroyed over the region but did not mention damage or casualties.
Commander of Ukraine's Unmanned Systems Forces Robert Brovdi (call sign Madyar) claimed that Ukrainian forces struck 14 Russian vessels — 10 tankers and four ferries — overnight on July 12. He said that from July 6 to 12, his forces had attacked a total of 90 vessels of Russia's so-called shadow fleet. There was no independent confirmation of the claim.
Russia's Defense Ministry said air defense systems destroyed 349 Ukrainian drones overnight over 16 regions, annexed Crimea, and the waters of the Azov and Black seas.
In annexed Crimea, a mass power outage followed the drone attack. The Ukrainian partisan network ATESH and the Telegram channel Crimean Wind reported gunfire and explosions in several areas of the peninsula, saying Simferopol, Yalta, Kerch, Feodosia, Alushta, Sudak and Sevastopol, as well as occupied parts of Ukraine's Kherson and Zaporizhzhia regions, lost electricity. Sevastopol's Moscow-installed governor Mikhail Razvozhayev confirmed repelling a drone attack and the use of air defense and mobile fire teams.
The Syzran refinery was previously attacked in mid-April and late May, suspending operations after the second strike. Ukrainian drone attacks on Russian refineries, forcing production cuts or shutdowns, have contributed to a fuel crisis in Russia.
Sources diverged: the Samara region governor reported one dead and three injured without naming the facility; Ukraine's General Staff said it deliberately targeted the Syzran refinery, which Russian authorities did not confirm. Data from NASA's FIRMS fire monitoring system, analyzed by The Insider, showed no thermal anomalies near the Syzran refinery or in the Sea of Azov, though the system may miss brief or small fires due to satellite overpass timing, cloud cover and image resolution. The Ukrainian commander's claim of 14 vessels struck lacked independent confirmation.
