Ukrainian drones attacked the Tyumen oil refinery on the afternoon of July 25, Tyumen region Governor Alexander Moor said on Telegram. “As a result of the UAV attack, an enemy drone fell on the territory of the Tyumen refinery. A fire broke out,” he wrote. Moor later said the fire was extinguished and there were no casualties.
Local residents reported hearing at least two explosions and air defense systems operating. Ukrainian monitoring channels published video of the blaze. According to the independent outlet Astra, the strike may have hit a diesel fuel deep-treatment unit. Smoke rising from the plant also comes from a flare designed to burn combustible gases.
The attack interrupted Tyumen's 440th anniversary celebrations. The city administration's live broadcast on VKontakte was cut short. Organizers of the “Parade of Red Cars” announced the column was dispersing. Visitors at the Technopark site were asked to move to the drama theater building, and people strolling along the Tura River embankment were told to leave. Tyumen Mayor Maxim Afanasyev later said festival venues had resumed operations but the fireworks were canceled. Aircraft arrivals and departures at Roshchino Airport were also suspended.
Ukrainian President Volodymyr Zelensky confirmed the strike on the Tyumen refinery, calling it part of “long-range sanctions in response to Russian strikes.” He said over the past day, Ukraine's Armed Forces also struck the AVITEK plant in Kirov again, hit a logistics facility in Yekaterinburg (where a parking lot near a Wildberries warehouse caught fire), a fuel and lubricants depot in Rostov-on-Don, and ships in the Caspian Sea, including a military vessel linked to cargo transport from Iran.
The Tyumen refinery (a branch of RI-INVEST, formerly the Antipinsky refinery) is one of Russia's largest independent oil refineries, with a capacity of about 8 million tons of oil per year. It produces Euro-5 diesel fuel, gasoline, coke, bitumen, and fuel oil. The facility was previously targeted by drone attacks in October 2025 and on June 20, 2026.
