Tver Governor Vitaly Korolev said the fire at the Tver Oil Depot, a subsidiary of Surgutneftegas, was contained and no casualties were reported. The depot supplies fuel to 52 company-owned filling stations and wholesale clients in the region.
In Stavropol Krai, drones struck an industrial facility in the village of Vyazniki, Shpakovsky District. Governor Vladimir Vladimirov initially said there was no threat to residential buildings but later clarified that the fire had reached fuel storage tanks and that residents of nearby homes were being evacuated. Preliminary reports indicate no casualties. Ukrainian monitoring channels and Astra reported that an oil depot was burning; initial reports of a fire at a Lukoil-Yugnefteprodukt base in neighboring Mikhaylovsk were later corrected to the Vyazniki site.
In Rostov Oblast, two tankers in the Taganrog Bay were hit by drones for the second consecutive day. Governor Yuri Slyusar said the vessels were damaged and caught fire, with no casualties and crews evacuated. The fire on one tanker has been fully extinguished. The Insider noted that several vessels were attacked in the same area the previous day, bringing the total number of damaged ships to over 20 in the past four days.
Vladimir Saldo, head of the Russian-installed occupation administration in Kherson Oblast, said all districts under Russian control were fully or partially blacked out due to drone strikes on electrical substations. Russia's Defense Ministry reported that by the morning of July 9, air defense systems had intercepted and destroyed 73 Ukrainian drones over 11 regions, annexed Crimea, and the Sea of Azov.
Ukrainian drones have struck Russian oil facilities almost daily in recent months, hitting all major refineries and exacerbating a fuel crisis. On the night of July 9, the Ukrainian monitoring channel Supernova also reported an attack on the Kirishinefteorgsintez refinery in Leningrad Oblast, according to Deutsche Welle RU.
