Ukrainian drones attacked the city of Perm in the early hours, with eyewitness video published by Ukrainian monitoring Telegram channels Exilenova+ and Supernova+ showing a fire on the top floors of a multi-story residential building hit by a drone. The channels also reported that the target of the strike was the Lukoil-Permnefteorgsintez (PNOS) oil refinery, one of Russia's largest.
Local authorities had not commented on the attack as of publication time, and no information on casualties was available. A drone danger alert was declared in the Perm region, as well as in Bashkortostan, Udmurtia, and Tatarstan.
Russia's Defense Ministry said 306 Ukrainian drones were shot down overnight. Rostov region Governor Yuri Slyusar wrote that about 25 drones were destroyed during the repelled air attack. In Chuvashia, a cell tower was damaged, according to regional head Oleg Nikolaev.
According to the Exilenova+ Telegram channel, a fire was also recorded at an airbase in Taganrog, with a NASA FIRMS satellite image showing a blaze.
Ukrainian drones have repeatedly attacked the Perm refinery, with the most recent strike on August 21, a fact confirmed by Ukrainian President Volodymyr Zelensky.
