Ryazan Region Governor Pavel Malkov said a fire broke out at the Ryazan oil refinery and that a warehouse and vehicles at another enterprise were damaged. He did not report any casualties.
Classes at 14 schools and visits to 25 kindergartens were canceled in Oktyabrsky and part of Sovetsky districts of Ryazan because of the drone attack, Malkov said.
The previous evening, Malkov said 23 drones had been shot down over the region in 24 hours, with no casualties or damage reported.
The Ukrainian monitoring Telegram channel Exilenova+ published a photo of a flare stack at the Ryazan refinery, suggesting it was linked to the drone attack.
The same night, according to the Ukrainian monitoring channels Supernova+ and Exilenova+, Ukrainian forces attacked a military airfield in Borisoglebsk in the Voronezh Region. They said Tomahawk missiles were used and a fire broke out at the airfield. Voronezh Region Governor Alexander Gusev did not report on the consequences of the attack; after midnight he published several alerts about the threat of drone attacks.
Ukrainian President Volodymyr Zelensky said in an interview with the Financial Times that Kyiv is resuming strikes on Russian oil refineries. He said Ukraine had not attacked energy facilities in Russia for three days in line with a US request, while Russia continued striking Ukrainian energy infrastructure. "The ban is lifted. We've had enough," Zelensky said.
Accounts differ: Ukrainian monitoring channels identify the target in Borisoglebsk as a military airfield and report the use of Tomahawk missiles, while Russian authorities have not commented on the episode. On the Ryazan refinery attack, Governor Malkov confirms a fire at the plant but does not report the causes or extent of the damage; neither side has provided casualty figures.
