United Russia is projected to receive 355 of the 450 seats in the State Duma, according to preliminary calculations by the Central Election Commission, giving the party a constitutional majority, which requires 301 mandates.
Central Election Commission head Ella Pamfilova announced the preliminary results of the Duma elections. Turnout stood at 59.32%, which she said was a record for elections of this level.
After 95.18% of protocols were counted, United Russia was taking 57.83% of the vote on party lists. The Communist Party (KPRF) had 13.81%, the Liberal Democratic Party (LDPR) 8.98%, and New People 7.96%. A Just Russia was not yet clearing the five-percent threshold, with 4.96%. Pamfilova said the party had a strong chance of entering the Duma.
In single-mandate districts, United Russia candidates were winning in 208 of 225 districts. The KPRF took first place in five districts, A Just Russia in four, the same number going to self-nominated candidates, the LDPR in two, and Rodina in one.
Under the preliminary CEC calculations, United Russia will receive 355 seats, the KPRF 40, the LDPR 25, and New People 20.
The United Russia faction will become the largest in the party's history. The previous record was set after the 2016 elections, with 343 deputies.
The CEC plans to finalize the results on September 25.
According to The Moscow Times, citing Reuters, the CEC reported several waves of cyberattacks on electronic voting and vote-counting systems that did not disrupt the three-day voting. Moscow Mayor Sergei Sobyanin reported that more than 1,600 drones were repelled and said the attack was planned to disrupt the elections. Kyiv was accused in Moscow of trying to interfere with the vote.
