Residential buildings in Kyiv, Zaporizhzhia, and the Odesa, Sumy and Kharkiv regions were hit in the attacks, according to Zelensky. A kindergarten in Kyiv, a lyceum in the Kyiv region, a university in Kharkiv and energy facilities in the Poltava, Mykolaiv and Vinnytsia regions were also struck, Ekho and Crimea.Realities reported, citing the Ukrainian president's statement.
Zelensky appealed to European Union leadership — European Council President António Costa and European Commission President Ursula von der Leyen — to impose additional European sanctions. He also asked the leaders of European countries not to remove Russian oligarchs from existing sanctions lists and to restrict any trade with Moscow until Russia ends the war.
Trump signed the "hell sanctions" law on September 19. Earlier, on September 22, speaking at a UN General Assembly session, he mentioned the possibility of applying additional sanctions against Russia and its counterparties in the oil market: "if it's needed, I'll have to use them." He later promised to use the law "if needed."
The law gives the US president the right to impose tariffs of up to 500% on goods imported from Russia and an additional 100% for the five largest buyers of Russian oil and gas, as well as for countries helping Moscow circumvent energy sanctions. The House of Representatives approved the bill on September 17, the Senate in August. One of the authors of the initiative was Senator Lindsey Graham, whom Zelensky referenced.
