Case summary

Former deputy of the city assembly of Kotlas. In September 2022, he was detained while filming mobilisers: at that time, the deputy was released without a report, but at the police station the officers said that the expert examination saw signs of discrediting the army in his posts on "VKontakte", and threatened to initiate a criminal case. Later his VKontakte page was blocked. A criminal case was opened against Arseev for discrediting the army. On 17 October 2023, he was sentenced to a fine of 120,000 rubles.
