The reason for the prosecution was an appeal to the Minister of Education of the Saratov region on behalf of the public movement "Parents of Saratov", the regional faction of the CPRF and the people's council of the local "All-People's Union of the Revival of Russia". The letter was signed by Bisheva and allegedly sent from her email account. In the text of the appeal, the residents of the region demanded the cancellation of the lessons "Talking about important", OGE, USE and VPR in schools, as well as not to use metal detector frames in educational institutions. "On what grounds in the schools of the Saratov region political propaganda is conducted in the lessons "Conversations about important", while the Federal Law "On Education" prohibits political propaganda in educational institutions?" - its compilers write. "The main terrorists are not children and parents, but those who supported the policy of United Russia and now support the war in Ukraine. This is a war against Ukrainians, against civilians of beautiful Ukraine," the text of the letter read. The lawyer notes that the appeal to state bodies is not public in itself, as its text is available to a limited number of people, and the prosecution under Article 280.3 of the Criminal Code can be brought only for "public actions". In November 2022, Bisheva was fined 30,000 under the administrative article on discrediting the army (Article 20.3.3 of the CAO) because of several anti-war posts in the group "Education Red Textilshchik" in Viber.
