Бывший сотрудник полиции Ингушетии. Против него возбудили дело в связи с отказом разгонять митинг местных жителей против изменения границ республики. 19 ноября 2021 года Долгиева приговорили к полутора годам условно. 24 февраля 2022 года суд апелляционной инстанции отменил приговор в ответ на апелляционную жалобу стороны обвинения, посчитавшей его слишком мягким. 3 октября 2022 года суд первой инстанции приговорил Долгиева к году условно.
