Case summary

Researcher at the Carnegie Endowment for International Peace, Director of the Carnegie Centre Berlin. In May 2023, he was included in the register of "foreign agents". In May 2025, it became known that Gabuev was put on the wanted list - a case was opened against him for evasion of his duties as a foreign agent. Later it was reported that he was also accused of organising the activities of an "undesirable" organisation - the foundation received the relevant status in July 2024. In February 2026, Gabuev's case came to court. On 10 April 2025, he was sentenced in absentia to four years and two months in prison.
