Case summary

He was in Ukraine for a month at the beginning of the war. After he was returned to Russian territory for rehabilitation, he "decided that he could not and would not take people's lives," according to the Conscious Refusenik Movement's Telegram channel. Kandarov filed a report for dismissal, but his superiors delayed their decision. He went home, but was later taken into custody. On 11 January 2023, Kandarov was sentenced to five years in a general regime colony. On 18 May, the court of appeal reduced the sentence to three years in a penal colony. No later than May 2024, he was released and sent to war again.
