On 15 January 2010, officers of the Centre for Combating Extremism of the Volgograd Regional Department of Internal Affairs searched Konobeevskikh's place of work and home and seized two system units, mobile phones and all documents relating to the activities of the Committee of Legal Initiatives, a human rights organisation headed by Konobeevskikh; Based on oral information received on 19 January 2010 at the enquiry department of the Dzerzhinsky District Department of Internal Affairs of Volgograd, a criminal case was opened for knowingly making a false report of an act of terrorism; between 18 February 2010 and 19 May 2011, the investigation was repeatedly suspended, and nothing was known about the fate of the seized items and documents; At a preliminary hearing on 5 October 2011, a court ruling returned the criminal case to the prosecutor for correction of irregularities; on 11 November, charges were again brought on the same grounds, but the prosecutor did not approve the report and sent the case to the investigation department of Volgograd Police Department №3, finding most of the evidence inadmissible; in November, the investigator split the criminal case into episodes and opened three more criminal cases under the same article, after which he consolidated all the cases into a single proceeding; on 16 February 2012, the criminal case was closed due to expiration of statute of limitations.
