According to the investigation, “from February 2022, that is, from the beginning of the special military operation, until August 2023, he corresponded with an officer of the Security Service of Ukraine.” In particular, he allegedly carried out “intelligence assignments in the interests of Ukraine,” that is, “collected information on the partial mobilization, the socio-political situation, and the economic and food security of the Kaliningrad Region,” because he “disagreed with Russia’s political course and with the conduct of the special military operation.”

Full summary
A resident of Kaliningrad and a lawyer. In February 2024, a criminal case was initiated against him on charges of confidential cooperation with foreign nationals: according to the investigation, he transmitted various information to an officer of the Security Service of Ukraine (SBU). He was taken into custody. On April 29, 2025, Kveselievich was sentenced to 2 years 6 months’ imprisonment in a general-regime penal colony. He received a sentence below the statutory minimum under the relevant article, taking into account mitigating circumstances, in particular his “cooperation with Russian law enforcement agencies and the provision of important and significant information that contributed to the timely prevention, detection, and suppression of the activities of foreign intelligence services and their representatives on the territory of the Russian Federation.” Presumably, he was released in December 2025.
