Sergei Legkobitov

According to the investigation, Sergei Legkobitov planned to give Makarenko, an employee of the regional Federal Security Service Directorate, a bribe from businessman Denis Topsakhalov to avoid a fine for unauthorised dumping of rubbish in a specially protected natural area. The environmental association "Clean Region", of which Sergei Legkobitov was a member, identified an unauthorised dump in Sanamer settlement, organised by Topsakhalov. Legkobitov proposed a project for the elimination of the dump and soil remediation, with the conclusion of a corresponding contract with an estimate of 3 million roubles. Topsakhalov was to hand over the waste passports, sign the contract and hand over the money for the estimate. On 2nd September 2022 in Pyatigorsk (a city in Stavropol Krai in the North Caucasian Federal District of Russia), Topsakhalov took a prepared envelope with fake money from law enforcement officers and put it in Legkobitov's car together with the waste passports. After that Legkobitov was detained.
