The case was triggered by his posts on VKontakte: in one of them, published in October 2022, he discussed a "special military operation", calling it "Putin's delusional idea" and questioning the notion of "defending the rights of Donbass residents" as pretext for military action. In June 2022, Lomovtsev was fined 35,000 rubles (US$425) in an administrative case for discrediting the army (part 1 of article 20.3.3.3 of the Code of Administrative Offences). The reason for the fine were two posts on VKontakte. In one of them he urged to speak out against the war, and in the second one he wrote that "the military special operation on the territory of Ukraine is either a crime or a monstrous mistake" and it should be stopped.
