A resident of Essentuki, former chairman of the board of the local Union of Afghanistan Veterans.

In June 2025, a criminal case against Popov under the article on financing extremist activities was brought to court because of seven transfers to the Anti-Corruption Foundation (ACF) from August 2021 to February 2022, totalling 7,000 roubles.

In January 2021, Popov was arrested for 5 days because of an action in support of Alexei Navalny.
