According to the investigation, “having previously been held administratively liable for a similar offence, he repeatedly, within a year — from 29 September 2022 to 13 February 2023 — posted comments, reposts, and publications on his personal VKontakte page, which was accessible to the public. These posts expressed clear disrespect for the Russian society and promoted a negative, hostile, and contemptuous attitude towards the Armed Forces of the Russian Federation participating in the special military operation in Ukraine.” The publications allegedly contained references to Russian servicemen’s involvement in killings and looting, misrepresented the objectives of the “special military operation” by claiming they were aimed at the colonisation of Ukraine, and discredited the use of the Armed Forces of the Russian Federation for protecting the interests of Russia and its citizens, maintaining international peace and security, and carrying out the official functions of Russian state bodies. He also made “a repost of a publication containing a model establishing cause-and-effect relationships regarding the special military operation, written in a sarcastic tone, which discredited the activities of representatives of the Russian Armed Forces.” In January 2024, Soloviev was held administratively liable under the article on discrediting the army (Article 20.3.3 of the Code of Administrative Offences).
