The reason for the initiation of a criminal case on discrediting the army was a certain video clip discussing the war in Ukraine. In September 2022, Stepanov was fined 30,000 rubles under the administrative article on discrediting the Armed Forces (Article 20.3.3 of the Administrative Code) because of comments on VKontakte criticising the war, Vladimir Putin, market economy, and containing xenophobic statements.
