According to the investigation, being an "active opponent" of the war in Ukraine, he "established contact with a person he believed to be a representative of Ukraine, maintained co-operation with him by sending information threatening Russia's security", namely coordinates and photos of local military facilities. For this, he was promised a large sum of money and a move to the United States with a green card already prepared. It follows from the case materials that under the guise of a "representative of Ukraine", a person communicated with Tolpygin as part of an "operational experiment" of the FSB.
