According to the investigation, she was recruited in 2004 by a former employee of the Moldovan special services, Colonel Alexandru Popescu. From June to September 2015, she kept information constituting a state secret for the purpose of transferring it to representatives of a foreign state, and no later than 29 September 2015, she passed it to the Information and Security Service of Moldova, which then passed it to the intelligence structures of NATO countries. According to the investigation, Tsurkan received this information on 21 April 2015 at a working meeting at the Russian Ministry of Energy, where they discussed the supply of electricity to the territory of Ukraine, including the territory of Donbass, which was not controlled by Ukraine at that time. Mediazona notes that in April 2015 Tsurkan participated in the preparation of a draft document containing information on electricity supplies on behalf of the Energy Ministry. Files with draft letters to Deputy Prime Minister Dmitry Kozak on this topic were on Tsurkan's personal laptop and on her office computer. The final versions of these letters, as she herself claims, she had not seen, as they were classified. The investigation claimed that in 2015, Moldova's intelligence agency sent three reports in English to NATO intelligence agencies, which included verbatim translations of secret letters from the Energy Ministry to the government: on gas supplies to Moldova, on electricity supplies to Crimea and to the territory of the self-proclaimed DPR/LPR, respectively. The defence claims that only the information on electricity supplies to Donbass was secret.
