According to the investigation, on 1 March 2022 (i.e., before Article 207.3 appeared in the Criminal Code), while he lives in Turkey, he published in VKontakte a video about the death of a family under fire from the Russian army and "statements aimed at inciting enmity and hatred towards representatives of a group of persons on the grounds of their attitude to military service, information affecting the mind and feelings of users of the VKontakte social network, capable of causing doubt, excitement, irritation among this audience, inciting hatred and enmity."

Full summary
On 26 April 2022 Stanislav Velichko was detained in Moscow, he told OVD-Info that after his detention he was beaten and threatened to press charges against his wife. A case was opened against him for spreading knowingly false information about the Russian Armed Forces. On 28 April the investigator took his recognisance not to abscond. Velichko left Russia and was put on a wanted list.
