The aircraft went down near the village of Krasnoyarovo, the Mash and Baza Telegram channels reported. Seven people were on board.
Two of the servicemen died on the way to hospital, Baza reported. The sole survivor was hospitalized with moderate injuries.
Fuel tanks exploded after the crash and the aircraft caught fire. Baza identified the plane as belonging to the "Ukrainka" aviation group and suggested a fuel explosion may have caused the disaster. That version has not been officially confirmed.
Mash initially reported three servicemen killed and four injured who were taken to hospitals. The channel did not name the aircraft model.
The Russian Defense Ministry said a Tu-95 strategic bomber crashed in the Amur Region during a training flight. Mash and other sources had earlier said the aircraft was a military Tu-154 that went down several minutes after takeoff. The Defense Ministry and the Amur Region authorities did not comment on the situation.
