The claim sought to void deals made in 2022, when Sergei Vasilyev, as part of deoffshorization, transferred shares from Cyprus-based Mobalco Holdings Limited to himself and then passed them to his wife. In its suit, the agency alleged that the defendants had unlawfully transferred property and securities.
In August the court froze the disputed 45% stake and dividends worth 4.4 billion rubles. The suit was accepted for proceedings on August 27, with preliminary and main hearings set for September 11. That same day the court moved to consider the dispute on its merits and rejected the Prosecutor General's Office, dismissing all motions filed by the defense. The terminal's history is tied to Ilya Traber. In the 1990s, PNT was controlled by Traber, Sergei Vasilyev and their partners, who were linked to the Tambov organized crime group. According to The Insider, Traber and Vasilyev were part of Vladimir Putin's inner circle.
On June 17, the 75-year-old Traber was detained on charges of organizing the murder of businessman Alexander Petrov, who was shot dead near Vyborg in 2020. On August 27 he was released from pretrial detention, initially explained by a sharp deterioration in his health, and on August 31 Fontanka reported that the case had been fully closed due to his lack of involvement. On August 30, Yelena Vasilyeva told Russia News in an interview that Traber's arrest was a shock and said he had been a witness at her wedding to her husband.
A year ago, the Prosecutor General's Office won another 55% of PNT from the heirs of the terminal's founder, Dmitry Skigin. The basis for that suit was their foreign citizenship: Mikhail, Yevgeny and Polina Skigin are citizens of Germany and France. In July 2026, Rosimushchestvo transferred that stake to the company Roskhim, whose board of directors is chaired by Igor Rotenberg, the son of Arkady Rotenberg.
Courts very rarely reject Prosecutor General's Office claims to convert large private assets into state revenue. One of the few such cases was a years-long dispute over 34 sanatoriums in the Caucasus Mineral Waters region, which ended in favor of private owners in 2025.
PNT is one of Russia's largest terminals for transshipment of petroleum products in the Baltic, with a throughput capacity of 12.5 million tons of cargo a year. According to SPARK data, in 2025 the company posted 7.4 billion rubles in revenue and 4.4 billion rubles in net profit.
