The European Council on July 17 imposed sanctions on Irina Kharisova, chair of the board of directors of the ABS Electro group of companies, and five enterprises within the group, the EU Council press service announced.
The sanctions were imposed, according to the statement, “because of Russia’s intensifying aggression against Ukraine, including the recent deadly strikes on Kyiv from July 1 to 5, 2026, and the brutal military campaign targeting civilian infrastructure.”
All sanctioned companies belong to the ABS Electro group, which develops and manufactures electronic and radio-electronic components for Russian drones — in particular, systems that increase the resistance of Shahed and Geran drones to electronic warfare. The group’s key enterprise working for the military-industrial complex is VNIIR-Progress, which produces navigation modules for drones and missiles. The parent company is based in Cheboksary; it has been repeatedly attacked by Ukrainian drones, including on June 10, 2026.
In addition, several ABS Electro companies produce automated control systems for Russia’s energy sector, which, according to the EU Council, remains one of the important sources of revenue for the Russian budget.
The restrictive measures include freezing the assets of those on the sanctions list, a ban on providing them with funds or economic resources, and for Irina Kharisova, also a ban on entering European Union countries.
