The 235th Garrison Military Court also barred Andrei Belkov from holding leadership positions in state service for five years and stripped him of his title of Honored Builder, the Order of Honor, the Medal of the Order of Merit for the Fatherland, and a Defense Ministry medal for participation in the war against Ukraine. In his final statement, Belkov admitted guilt, expressed remorse, and asked the court not to confiscate disputed property, insisting on its lawful origin.
According to investigators, in 2019 Belkov, who led the Main Military Construction Directorate (GVSU) until 2021, instructed his acquaintance Yelena Lyakhovich to find a supplier of a CT scanner for the Defense Ministry's medical diagnostic center. The equipment was purchased for 121 million rubles, but investigators believe the real price was lower: the GVSU overpaid by 48 million rubles. To circumvent sanctions that prevented the German manufacturer from selling the scanner directly to a Defense Ministry entity, the contract was signed with a shell company, Partner Plus, whose founder was Lyakhovich.
Lyakhovich's case was heard separately under a special procedure: she pleaded guilty and signed a pretrial agreement. In December 2024, a court sentenced her to four years' probation with a fine of 360,000 rubles. Her accountant, Viktor Bilko, also received a suspended sentence. Belkov's detention and arrest became known in July 2024.
