The Federal Security Service (FSB) announced the case through its press service, according to TASS. The agency claims Maksimova also serves as a consul of the Anti-War Committee of Russia, which the Supreme Court has designated a terrorist organization.

In its statement, the security service alleges that through the Russian Democratic Society (RDS), Maksimova organized the collection of "money, equipment and other assistance in the interests of the Kyiv regime." The movement itself, according to the FSB, became a platform for speeches by people "harboring plans for the violent seizure of power and the change of the constitutional order in Russia."

The agency also claims the RDS spread "fakes" about the Russian army and held actions "in the interests of Western handlers to psychologically harass Russian officials in the United Kingdom." TV Rain reports that the FSB calls the organization a platform for events in support of the Anti-Corruption Foundation (FBK).

Investigative actions are also being conducted against those the FSB calls Maksimova's accomplices. The exact number of suspects was not given.

Maksimova has been placed on the federal and international wanted list. She was later added to the list of "terrorists and extremists" maintained by Rosfinmonitoring, Russia's financial monitoring agency. The Russian Democratic Society has been designated an undesirable organization in Russia.

Maksimova is a former model who lives in the United Kingdom. This year she won a local election in London for the Liberal Democrats and became a member of the Ealing borough council. In August, after her complaint, a London club canceled a concert by the singer Instasamka.

The Anti-War Committee of Russia was created in February 2022 to oppose Russia's full-scale war against Ukraine. In October 2025, the FSB announced a criminal case on charges of the violent seizure of power and organizing a terrorist community against businessman Mikhail Khodorkovsky and 22 other committee members, among them political analyst Ekaterina Schulmann and politicians Dmitry Gudkov and Vladimir Kara-Murza. In March, the Supreme Court designated the committee and its structural units a terrorist organization.

The FSB statement says the agency "will continue work to neutralize terrorist activity initiated by London using Russian relocants."
