Russia's Federal Security Service (FSB) reported that it shot and killed a man during an arrest operation in Tyumen on suspicion of preparing an explosion. According to security forces, the man opened fire with a Kalashnikov assault rifle and was killed by return fire.
The deceased was 60 years old. Russia's Investigative Committee said he was born in the Ukrainian SSR and lived in Tyumen. Authorities opened a criminal case against him on charges of preparing a terrorist attack, illegal weapons trafficking, and an attempt on the lives of law enforcement officers.
According to the investigation, the man contacted a representative of Ukrainian intelligence services via the Telegram messenger. On their instructions, he allegedly studied the security system and train schedule at one of the large industrial enterprises in the Urals. The Investigative Committee claims he then manufactured an improvised explosive device and hid it in a cache on the first floor of an abandoned building on the night of July 19.
During an attempted arrest near that building, the man allegedly opened fire and was eliminated, according to security forces. No law enforcement officers or civilians were injured. After the killing, searches were conducted at the suspect's home, where weapons, components for making another explosive device, and mobile phones were seized.
The FSB and Investigative Committee did not specify which enterprise was involved. Journalists from the independent outlet iStories calculated that this is at least the 87th case since the start of the full-scale invasion in which security forces have reported killing a suspect during an arrest.
