Imported gasoline delivered to Russia from India and Morocco has not reached the domestic market. According to Infotek, citing three industry sources, the fuel is not being unloaded from tankers in Murmansk due to a dispute over its cost.

Oil companies importing the fuel offered AI-92 gasoline at prices ranging from 110,000 to 150,000 rubles per tonne, citing logistics and tax expenses. Regulators insist the fuel be sold at domestic prices — the average exchange price for AI-92 in European Russia between August 10 and 14 was 72,416 rubles per tonne.

The St. Petersburg Exchange opened a separate trading platform for imported AI-92 with delivery basis "Kola station" in the Murmansk region on July 29. However, trading has not begun there, and no deals have been concluded.

The first batch of Indian gasoline, about 42,000 tonnes, arrived in Russia in early August. According to Bloomberg, the fuel was supplied by Nayara Energy, 49.13% of which is owned by Rosneft. Separately, Lukoil purchased one 30,000-tonne batch from Morocco — it also remains unloaded at the port.

Since the start of the year, two Belarusian refineries have shipped 665,000 tonnes of gasoline to Russia by rail — 25 times more than a year earlier. Belarusian AI-92 costs roughly 140,000–142,000 rubles per tonne, and AI-95 — 180,000 rubles per tonne.
