A court in Kirov fined the LEPSE electromechanical plant 50,000 rubles for failing to comply with a regional operational headquarters decision, according to a court ruling cited by the independent outlet Verstka. The fine was imposed under Article 2.7 of the Kirov Region law.
In December 2025, the Kirov Region operational headquarters designated LEPSE as a strategic facility posing the highest level of danger due to the threat of drone attacks and ordered it to form a reserve for protection and defense.
The plant was required to meet a quota of employees in the mobilization reserve by March 4. Management failed to do so. In an appeal, the plant's lawyers said that efforts to recruit volunteers among staff had been 'unsuccessful' — not enough employees were willing to join. They added that the reserve was eventually filled later. On June 18, the case against LEPSE was dismissed as insignificant.
Mediazona reported that two other Kirov enterprises were fined under similar protocols: Selmash, fined 100,000 rubles (later reduced to 50,000 on appeal), and Mayak, fined 50,000 rubles.
Lawyers for Selmash argued in court that the regional operational headquarters had no authority to set employment quotas and that the plant could not force employees to join the reserve, as that would violate Article 37 of the Constitution guaranteeing freedom of labor. By the time the appeal was heard, Selmash had managed to fill the required quota of 10 people, leading to a reduced fine.
