The city administration cited the threat of drone attacks as the reason for rejecting the rally, according to the 19-year-old Yabloko activist Kurban Magomedrasulov, who submitted the application, the outlet 7x7 reported. Events marking City Day on September 27 went ahead without restrictions.
Magomedrasulov was detained on September 25 as he left the city administration building. According to him, officials insisted he collect the notice of refusal in person. Four police officers in civilian clothes took part in the detention.
Six administrative reports were drawn up against the activist: two for insulting the authorities under Part 3 of Article 20.1 of the Administrative Offenses Code and four for discrediting the army under Article 20.3.3. The reports, seen by 7x7, were all filed over comments left on Telegram between June and August 2026.
At the police station, Magomedrasulov agreed to record an on-camera apology for the comments "for safety reasons." According to him, he did not expect the video to become public.
Krasnodar authorities previously banned a rally against development of the embankment and a green zone on the same grounds of a drone threat, even though a car procession, a run and street festivities took place on Krasnaya Street on the day it had been scheduled.
After the September elections, attempts to hold protests against falsifications were also made in other cities. In Moscow, one action was not authorized because of coronavirus restrictions in force. In Khabarovsk, the organizer of a picket called "For Fair Elections!" was taken to a police station after a call from the department and later released with a warning about the inadmissibility of unlawful actions.
