Ushakov said the two presidents had discussed resuming the talks immediately after Russia's State Duma elections, but that the situation had since changed. The Kremlin claims Kyiv scuttled the chance of an immediate restart by launching what it called a "massive drone strike" on Moscow, other cities and polling stations on voting day.
Shortly before Ushakov's briefing, the presidents announced an agreement on supplies of Russian diesel fuel to the US and global markets. Washington eased sanctions to enable the deliveries.
Ushakov also said Putin and Trump discussed preparations for "large-scale economic initiatives" and a settlement of the conflict around Iran. According to him, a proposal to ship Iran's highly enriched uranium to Russia remains on the table, and Trump welcomed Moscow's involvement.
The call lasted about an hour and a half. Ushakov said Trump congratulated Putin on his birthday "right away." Kremlin spokesman Dmitry Peskov had earlier said the US president did not congratulate Putin.
Putin, according to Ushakov, again described the goals and objectives of the war as "unchanged," but expressed readiness for a "political and diplomatic settlement aimed at achieving a long-term, sustainable peace."
