The minibus was operating a route from Severodvinsk to Bereznik, Interfax reported, citing emergency services.
According to the Arkhangelsk regional government, minors are among the dead. TV Rain, citing the regional government, reported that about 20 people were injured.
Eight of the injured are in serious condition, three of them in extremely serious condition.
